Add to filter: unassigned tags

Users are unable to filter cards without a tag.

Users should be able to filter cards without a tag (so it's easier to assign a tag to them

Sorry for resurrecting an old issue, but in my opinion this issue is not resolved. The PR #1926 which fixed issue #1807 did only add an filter to filter for unassigned cards meaning not assigned to an user, but this issue requests an option to filter for cards without any tags.
And I would also like to have such a filter.
