Doc: Nonadmin user namespace restriction #121

Nonadmin users are expected:

• To work from their namespace/project: they do not explicitly mention namespace anywhere
• To create NABSL through the request process. Although you can create NABSL off of the default, lot of commands like logs and describe will not work
