Fixes #minor

Description

Test SendAndReceiveWebexMessageShouldSucceed() fails intermittently.
System.Net.WebException: The remote server returned an error: (400) Bad Request.
Could it be that the deployed bot does not always have enough time to spin up?

Specific Changes

Add task 'Sleep 1 minute for bot to settle'
