The checkTimeoutQueueLengthAndRun change looks unrelated. Otherwise, LGTM.

The checkTimeoutQueueLengthAndRun change looks unrelated.

This shows that we are not scheduling ensuring project for open files when there are no open files. In all those test cases there are no open files. Just external projects
