In tsc/testdata/tests/cases/compiler/useStrictLikePrologueString01.ts:

//~~~~~~~~~~~~~~  The real meaning here may be `@module: commonjs`
//@target: es5, es2015

It's weird the harness didn't error on this - it really should! I doubt this is the only mistake like this we've made.
