Remove framework-included package references that are already provided by .NET 10 on Windows. This eliminates redundant dependencies and the NU1510 warnings they caused while keeping the upgrade clean.

Upgrade the project to .NET 10, removing redundant package references and addressing WinForms designer serialization warnings. Eliminate obsolete TLS configuration to streamline the codebase.
