Add "Edit Title and Description" Quick Edit Modal and content card button #3413

This issue is part of the Studio Usability Enhancements work. The scope of this issue is to create the modal for editing title and description on one resource. This should create the form, and on save, properly update the resource on the backend with the correct metadata. This is only applicable to a single item at a time. Titles and descriptions for multiple resources cannot be bulk edited.

Scope

• Creation of the form using a KModal
• On save/submit, the resources should update
• After saving, a snackbar should indicate the update has occurred

Out of scope

• Implementing the card menu or the command palette
