Removes stray double blank lines left in scan.go and scanner.go after deleting the duplicate severityRank functions, which failed CI's gofmt check.

severityRanklived in bothinternal/scannerandinternal/cliwith the same ordering. Moved a single exportedSeverityRanknext toSeverityin the scanner package and pointed the CLI (scan/check) at it so the rankings can't drift. Added a small unit test for the ranks.Fixes #37.
