feat(#1012): retire community Excel MCP, keep Alpha Excel - #1018

Boot teardown deletes the live engine leaf and retained merged copies so excel-mcp-server cannot shadow-revive. New installs stay fail-closed. Fixes #1012 Refs jinjunnn/alpha-work#65 Co-authored-by: Cursor <cursoragent@cursor.com>
