Prepare next release (0.7.0) #367

Tracking issue for the next release cut. Covers: version bump off 0.7.0-SNAPSHOT, changelog/release notes covering the codegen extraction (#347, #348, #349), artifact publication order for the new modules (simple-codegen, simple-codegen-roaster), and the release workflow run.
