Archive v0.27 — Immutable Research Collections & Sourced Exports

Implements Archive v0.27 as a reproducible, evidence-first research workflow.

• append-only research_collections manifest: ordered 1–50 sealed, public, non-calibration Run IDs, normalized filters and SHA-256 selection identity
• PostgreSQL trigger rejects duplicates, unsealed/private/calibration/fake Runs, and mutations
• capture is operator-token gated; public read/list and JSON/CSV export remain unauthenticated
• never save a cursor-subset or silently truncate >50 matching Runs: fail closed
• /research can freeze and publish filtered collection via collapsed Operator panel
• public /research/collections and /research/collections/:collectionId with immutable manifest, direct Run evidence links, live filter replay and JSON/CSV downloads
• exports retain Provider/Model/Test/Run provenance, qualification and pricing source references, native cost caveats, historical region/account/service assurance; CSV formula injection mitigation
• manifest digest and export unit tests, PostgreSQL save/reopen/append-only guard integration, public API and auth coverage
• docs, ADR 0023, Roadmap v0.27 completion; v0.28 typed facets scoped

No aggregate leaderboard and no mutation of historical Run, Evaluation, qualification or cost facts.
