Archive v0.25 — Public Comparability & Longitudinal Context

Implement the first v0.25 public comparison and temporal transparency phase.

• policy-version selector in public same-Test cross-provider Compare
• initial selection prefers models from different Providers
• raw Run results show qualification and native cost caveats alongside replication, calibration, region, account/service tiers, assurance
• correct cross-provider context badges: do not equate Provider-specific observation IDs with execution environment mismatch
• field-level contextTransitions on public Run history, differentiating execution changes, evidence-only refreshes, missing context and baseline
• history and compare temporal lanes display concrete changes and caveats rather than assert causality
• pure unit tests, persisted region-drift integration assertion and API fixture updates
• docs + ADR 0021 and Roadmap v0.25 status
• no historical Run/Evaluation/qualification mutation or aggregate score

Merge only after full CI (typecheck, unit, build, migrations/integration, images) passes.
