Implements Archive v0.24 as an evidence-gated Provider onboarding workflow.

• append-only provider expansion policies
• append-only supported/unsupported capability declarations
• exhaustive runtime capability manifests on ProviderAdapter descriptors
• OpenAI/DeepSeek bootstrap seeds manifests without overwriting later operator evidence
• readiness derives from canonical identity, sourced endpoint/bindings, catalog collection, testability/region, pricing, runner account + Fleet context, E4/E5 direct execution, calibration, and metadata capture
• supported capabilities must be observed in verified execution
• unsupported capabilities satisfy documentation completeness but remain visible limitations
• categorical ready / limited / incomplete state; no readiness percentage
• operator-only API and /provider-expansion UI
• end-to-end PostgreSQL readiness fixture plus adapter/bootstrap/API tests

Provider credentials remain outside the readiness model. Historical Run/Evaluation facts are not mutated.
