ci: automate signed Android releases

Introduce a release workflow triggered by changes to app version or the release workflow, plus manual dispatch. It builds an APK with the existing release keystore from GitHub Actions secrets, verifies APK signing and (for v1.5.0) compares its signing certificate to the v1.4.0 public release, computes SHA-256, uploads an artifact, and publishes a GitHub Release. Requires repository secrets RUNCODE_KEYSTORE_BASE64, RUNCODE_KEYSTORE_PASSWORD, RUNCODE_KEY_ALIAS (optional RUNCODE_KEY_PASSWORD). No signing keys are committed.
