The grepr-server sync overwrites package.json and bun.lock in this repo, so npm Dependabot PRs here are lost when the next sync runs. This change removes the npm entry from dependabot.yml and puts all GitHub Actions updates (major, minor and patch) into one weekly PR. npm security PRs come from the repository's "Dependabot security updates" setting, not this file, so this change does not stop them.

Validation: the YAML parses, and it has one github-actions entry with a group that uses patterns: ["*"].

The grepr-server sync overwrites package.json and bun.lock here, so npm
version bumps belong in grepr-server cli/. Group all GitHub Actions
updates into one PR.
