In workflow run summary, each safe output should show links and be improved to be more regular

The safe_outputs summary emitted to the overall workflow run summary could be improved. See https://github.com/github/github-automation/actions/runs/31282315416#summary-93168938030, copied below, where basic things are missing

• "Close Pull Request" doesn't indicate which pull request got closed
• The others could have useful links etc. too
