"Auto Merge Dependency Updates" workflow causing failures on unrelated PRs

@tjenkinson I think this is resulting from the recent changes in #177 -- might you have a moment to look into this?

@zeke I think that's expected? What problem is it causing? The action itself is succeeding but doing nothing given that user is not allowed for the auto merge.

I think the desired outcome here should be that the check is skipped, not that it fails.

That would be ideal, but I don't think an action can signal this right now?

Also the action itself is finishing with the success status. The error is only in the log.
