[v9] Tag packages on v8 branch as `v8` and not latest **(except `utils` which should be tagged as "latest")**

Description

Basically similar to what we did in #14926, we want to ensure that when we release backports for v8, that the utils and types packages get the latest tag applied, even though they are released under v8.
