fix(ci): the setup-zig action two workflows pin does not exist - #736

koschei-production.yml and record-demos.yml both pin `goto-bus/setup-zig@v2`. That repository returns 404 — the action is `goto-bus-stop/setup-zig`, and the missing "-stop" makes both workflows fail at the setup step before any Zig runs. Measured rather than assumed: goto-bus/setup-zig 404 goto-bus-stop/setup-zig exists mlugg/setup-zig exists (used by 32 other steps) Two further items from the same audit are NOT rots and are recorded here so nobody chases them again: the .gitmodules entry for external/zig-golden-float resolves and the path is populated with 27 entries, and Zig 0.15.0 still downloads (200), as do 0.15.1 and 0.15.2. Three "infrastructure rots" had been repeated in several summaries; one was real. This does not touch the separate breakage of "Build & Test" on main, which is a missing source file rather than a CI configuration problem and needs a decision this change should not make.
