ALL 30 training services had builder: RAILPACK — Railway's default auto-detect builder that completely ignores Dockerfiles. It was building the project as a generic app, producing tri-api --serve (MCP server) instead of the HSLM training binary.

Working services (hslm-v11, hslm-train on primary) had builder: NIXPACKS — which respects dockerfilePath.

Discovery: railway.toml overrides ALL service API settings

The entire time, railway.toml in the repo root was forcing ALL services to use:

The PRIMARY services (hslm-v11, hslm-train) worked because they were deployed from an OLDER commit where railway.toml pointed to Dockerfile.hslm-train.

Fix Applied

1. Changed railway.toml to default to Dockerfile.hslm-train (commit da4e672eb)
2. Pushed to main → all future deploys use training Dockerfile
3. Redeployed ALL 30 training services with serviceInstanceDeploy(latestCommit: true)
4. Override px-bridge services via API to keep using Dockerfile.px-bridge

Current State

• 30 services rebuilding with correct Dockerfile.hslm-train from railway.toml
• 2 PRIMARY still training (unchanged, not touched)
• Docker builds take ~10-15 min → expect first SUCCESS in ~15 min
