Closes #8981

/tri reported a skill that closed in April 2026 (ring-18-24, issue INFRA) because .trinity/state had not been updated since then. This binds the active cell to the current main line of work, epic #8951 (see #8947, #8948, #8949, #8950):

April 2026 (ring-18-24, issue INFRA), so /tri reported stale state. The
cell is now t27b-self-build-8951, bound to epic #8951 (see #8947, #8948,
#8949, #8950), with its allowed paths. A task.intent event is appended
to the akashic log. JSON only.
