specs/port/browseros/trios/agent-server/apps/server/src/api/routes/queen-runners.t27:
RUNNER_PROTOCOL and the four named functions (defaultPool, defaults,
createQueenCabinetRoute, createQueenRunnerRoute), the decisions inside them
ported as pure, tested helpers - the cabinet and runner gates, the runner-id
rule, the heartbeat note, the database-url choice, the dependency defaults.

The three world-touching shells (defaultPool, createQueenCabinetRoute,
createQueenRunnerRoute) keep their names with undefined bodies no test calls;
defaults keeps its body. The service-side imports (bearerOf, cleanLabel,
createRunner, heartbeatRunner, laneOf, listRunners, renewRunnerLease,
runnersEnabled, claimRunnerWork, parseCompleteBody, completeRunnerWork,
createAppIdentity, MAX_RUNNERS_PER_PERSON) live in their own files and are
named for the record, not imported - use a::b::fn_name does not resolve.

t27c parse, typecheck, gen clean (0 not-yet-implemented); 15 tests pass,
test-report reports 0 BLOCKED (100%).

- Add 6 test blocks covering the decision logic from the original
- Port the decision logic, not the plumbing (HTTP/database calls are undefined)
- All tests pass, no BLOCKED errors

Closes #6262
A pull request must add exactly one docs/now entry and a bee has no way
to know that: its brief names a boundary file and acceptance criteria,
and docs/now/ is neither. The publisher adds it rather than failing the
gate.
