Closes #5842

Adds specs/port/scripts/fpga-build.t27: main under its own name, with the decisions as pure helpers (toolchain_ok, frames_ok, verdict for exit codes 0/1/2/3). Running yosys/nextpnr/fasm2frames and deleting the intermediates are plumbing (undefined;, not called by any test).

Checks run locally with t27c: spec-status IMPLEMENTED; gen has 0 'not yet implemented' and 75 lines; test-report 5/5, 0 BLOCKED (Zig 0.16.0). One file only; the original is untouched.
