Why

The first run after the #6535 redeploy (deployment 387b7ad8, at 16:35Z) failed in 3 s. A fresh container's git clone of 18a240e got fatal: expected 'packfile', both on the first attempt and on the re-clone. The lab still recorded 18a240e as done. It would not try again until master moved, and after a restart latest.json would keep it skipped.

What

run_done(doc): a published run settles its commit unless steps.checkout.ok is false.
If the checkout failed, the next poll (600 s) tries the same commit again. status.json says retry: true.
On startup, a latest.json whose checkout failed does not count as done.
A red later step (ratchet, tests) still settles the commit: those runs measured something.

Owner exception

The owner approved hand-written non-t27 code for #6443 on 2026-10-05 at about 16:00Z. The debt to repay is #6198.
