Closes #5873

Adds specs/port/scripts/reseal-check.t27: main under its own name, with the decisions as pure helpers (is_unsealed, verdict for exit codes 0/2/3, frozen_note). Reading files, hashing and printing are plumbing (undefined;, not called by any test).

Checks run locally with t27c: spec-status IMPLEMENTED; gen has 0 'not yet implemented' and 73 lines; test-report 5/5, 0 BLOCKED (Zig 0.16.0). One file only; the original is untouched.
