fix(automation): ball-board v6 -- a relay's no-reply speaks for a person

Why

v5 (#5420) went live and immediately counted 53 mail matters as "machine-only". 48 of them came from noreply@hh.ru.

hh.ru is a relay: when an employer writes, the message comes from hh.ru's no-reply address, but the text is the employer's. v5 treated those as robots, so live conversations ("contacted", "waiting for HR") dropped off "on us".

What

• New relay_domain(domain) with RELAY_DOMAIN = "hh.ru": an address on a relay domain is never treated as a machine.
• RELAY_SEEN = 48 records the count from the live read.
• VERSION = 6.
• New test: "a relay's no-reply speaks for a person".
• The docs/now entry gains a v6 section.

The real machines (DMARC, OSF, Elsevier) and our own t27.ai stay nobody's move.
