Work the Queen accepted on , closed as gHashTag/trios#1333, and never merged.\n\nMeasured 2026-09-04: 174 branches on the remote and FIVE contained in . The other 169 all carry a real diff. A closed issue whose code is not in the branch is a false statement about the repository, and the loop had been making 169 of them.\n\nMerges cleanly against the current base, checked with before this PR was opened.

The swarm had no target for its queue, so it ran until the backlog
was empty and then reported 'nothing to choose' every round - the
same sentence for empty, blocked and between-rounds. Measured
2026-09-01..09-03: each hand-fed backlog was drained within the
hour; the board then read 41 done, 17 open, 0 startable.

This publishes the contract: a named constant targetQueueDepth = 4
(the worker ceiling) with its reasoning beside it, the counting rule
(delegatable AND unheld, counted in the choose loop it already
lives in), the pair of numbers every round report carries always,
a low-queue state distinct from 'nothing to choose' in field, list
and words, and the two cases that prove the boundary-less and held
exclusions.
