Prepare Python package metadata for Determa State 0.0.7

Scope

Prepare the Python package metadata for the synchronized Determa State 0.0.7 release:

• bump the authoritative package version from 0.0.6 to 0.0.7;
• update repository-owned current-release documentation metadata;
• keep the public-version assertion aligned with the authoritative version;
• validate lint, typing, unit tests, pinned conformance, and package artifacts.

Exclusions

• no engine behavior or conformance expectation changes;
• no format identifier changes;
• no workflow or Trusted Publishing changes;
• no tags, releases, or publication.

The specification, conformance suite, Python engine, and Rust engine remain synchronized release work.
