User story

As Echo, I need network suffix exchange to enter through transport-to-comparable-basis plus witnessed import lowering, so remote collaboration is the same causal optic law as local tick and braid work.

Scope

• Define a replica suffix import intent boundary that carries remote suffix family, authorship evidence, basis anchors, idempotence keys, and retention posture.
• Normalize transport into a comparable weave before import judgement.
• Return Derived, Plural, Conflict, or Obstruction with witness/import shell evidence.
• Make duplicate network delivery an idempotent re-introduction of the same witnessed transport object.

Acceptance criteria

• Import intent schema names authorship evidence, basis comparability, witness carriage, and idempotence keys.
• Missing basis/authorship evidence obstructs with typed witness posture.
• Duplicate delivery does not create a new authored intent.
• Docs connect the implementation to the WARP optic scale law without adding a second merge regime.

Non-goals

• No full hostile-network protocol in this slice.
• No global reliable broadcast assumption.
