Scope:

• Add an xtask test slice for the filesystem-backed runtime WAL release
  witness.
• Keep the current runtime-wal-ack slice as the fast semantic gate.

Acceptance:

• cargo xtask test-slice durable-runtime-wal or equivalent runs the
  filesystem ACK, filesystem failure, CLI posture, stale-claim, and man-page
  checks.

Witness:

cargo xtask test-slice durable-runtime-wal
