It's not possible to issue FIP tickets within in the tariff area of bwtarif.

BWTarif ist not a Verkehrsverbund. In BW there are multiple Verkehrsverbünde, but because of BWTarif, it's not possible to book FIP tickets in BW, even when crossing the borders of a Verkehrsverbund (for example Stuttgart to Ulm are two different Verkehrsverbünde, VVS and Ding, but it's not possible to book FIP 50 Tickets).
