Optional Wasm Features #73

Ideally heavy features like simd, gc and threads can individually be enabled with cargo feature to reduce code size / improve performance in some cases. My main concern is just that all the cfg gating will make the code less maintainable so I'll have to see how we can do this cleanly (should be easier now that instruction handlers are not in a match arm anymore but defined through a macro).
