ci: changelog entries as one file per change in changes/ (towncrier) - #418
Conversation
Every PR edited the top of CHANGELOG.md's Unreleased section, so merges conflicted. Entries are now files in changes/, joined into CHANGELOG.md at release time by packaging/release_changelog.py (towncrier plus a fold that keeps the hand-written Unreleased entries under the same headings). A new CI job, Changelog entry, fails when a PR changes sentient/, desktop/src/ or packaging/ without a changes/ file, unless it has the 'no changelog' label or comes from Dependabot. Refs #417

renamed pull request files are checked using both `filename` and

must still count as a monitored path.

…n the changelog check
Re-running a job in an older CI run cancelled the PR's newest run (same concurrency group), and a failed job can't be re-run until the whole run, Windows tests included, has finished. As its own workflow the check runs again by itself when the 'no changelog' label is added or removed, in seconds, without touching the rest of CI.

Closes #417
Summary
Changelog entries become one file per change, so pull requests stop colliding at the top of CHANGELOG.md's 660-line Unreleased section.
A contributor adds
changes/412.fixed.md:Why a small release script and not plain
towncrier build. towncrier inserts its section at the marker and can't merge with what is already there. The existing Unreleased entries have their own### Added/### Changed/### Fixed/### Securityheadings, so a plain build would give the new version every heading twice.packaging/release_changelog.py <version>runs the realtowncrier build, then folds the repeated headings into one list each (new entries first, old ones after, unchanged, in order) and adds the version's link reference. After the first release there's nothing left to fold, and it equals a plain towncrier build plus the link.--draftdoes a real build on a throwaway copy. One deviation from the brief: the check is its own workflow (
changelog.yaml), not a job inci.yaml. Inci.yamlthe "no changelog" label could only take effect by re-running the job. A failed job can't be re-run until the whole run, Windows tests included, finishes (about 30 minutes). Re-running a job in an older run also joined the PR's concurrency group and cancelled the PR's newest CI run. I hit this while testing (run 39021660230). As its own workflow onopened, synchronize, reopened, labeled, unlabeled, adding or removing the label re-checks in seconds and leaves CI alone. The check is still named "Changelog entry", so it can be required. Labels added by the labeler bot use GITHUB_TOKEN and trigger nothing. The check:
sentient/,desktop/src/orpackaging/and nochanges/file is added;changes/file whose name towncrier wouldn't read (412.fix.md);no changeloglabel (created) and for Dependabot;Evidence
Check fails without an entry (first push, which touches
packaging/): jobJob summary / log:
Passes with an entry (commit a7d9aba added
changes/417.changed.md): job:Changelog entry: changes/417.changed.md. That trial entry was removed again: this PR only changes contributor tooling, so its final state uses the label.Label path:

412.fixed.md,415.added.md, not committed):Combined with the existing Unreleased content (what a release writes):
628 lines, one heading of each type. A script check confirmed that each heading's existing lines appear byte for byte and in order after the new entries (Added 431, Changed 3, Fixed 162, Security 20 lines). A full non-draft release in a scratch git repo wrote:
## [Unreleased], then the note, then the marker, then## [3.0.0-alpha.1] - 2026-11-01;[Unreleased]: .../compare/v3.0.0-alpha.1...mainand[3.0.0-alpha.1]: .../releases/tag/v3.0.0-alpha.1;git rmof the entries.A second release on top added only its own section.
tests/test_release_changelog.pycovers the fold and a real towncrier render of the template (including the?ending and an orphan+tidyentry). Ruff is clean, and actionlint 1.7.7 is clean on all workflows.Merge Danger
Door: two-way. Revert restores the old flow. CHANGELOG.md content is untouched apart from a note and an HTML comment.
Blast Radius: contributors. Every PR touching
sentient/,desktop/src/orpackaging/now needs achanges/file or the label. Open PRs that already edit CHANGELOG.md still merge, but those entries belong in fragments from now on. To make the check required, add "Changelog entry" in the ruleset; I did not change any settings.Summary by CodeRabbit
