  1. Visit home page (GOOD)
  2. Log in to /wp-admin (GOOD)
  3. Visit home page and notice the WP Admin Toolbar doesn't appear (BAD)

    @EvanK I think we'll have to let people with certain cookies bypass:

    01-logged-out

    02-wp-admin

    03-logged-in

    Hm, I thought we were already bypassing cache for wp logged in cookies...I'll dig into this
