Participation Consequences

This is probably very low priority, but we could build consequences to alter participation state. Although we would probably want to display them in the disposition view etc.

• Consquences for declining when self-decline is not allowed.
• Consequences for individual times when providing individual times is not allowed
• the user should be able request a change of his participation time after the event. This should result in a consequence that has to be approved by the responsible person. (taken from Allow participation times to deviate from shift times #66 (comment))
