Completes the enforcement review for #187. Documents the existing product-repository policy, its secret-safe fork path, and the need to inspect both rulesets and classic protection. The audit found the missing native Sonar rule only in this shared repository; that configuration will be restored after these documentation checks pass. No source scanner, rule profile, threshold, functional gate or notification change.
