Pass the configured Vultr API key and regions to gpuhunt so dstack can discover A40 offers missing from Vultr's public catalog. The backend now uses its own catalog containing
VultrProvider(api_key=config.creds.api_key, regions=config.regions).Temporarily depend on the gpuhunt
pr_vultr_vdmbranch for dstackai/gpuhunt#270.allow-direct-referencessetting.
