Updates release/11.0 extra-platform CI pipelines to gate on the full Mono libraries test suite for key mobile legs (instead of the smoke subset), aligning mobile coverage with the corresponding mainline change.
Changes:
- iOS Simulator (arm64, Mono interpreter): switch from forcing
/p:RunSmokeTestsOnly=trueto using the standard$(_runSmokeTestsOnlyArg)so this leg runs the full libraries suite whenisRunSmokeTestsOnlyis false for platform-specific pipelines. - Android devices (arm64, Mono Release): restore a full libraries test job (Helix libraries template + Helix monitor) for
android_arm64. - Update pipeline comment text to reflect “libraries tests” rather than “libraries smoke tests” where the suite is no longer forced to smoke-only.
