[Mono][Android][test] Capture adb logs for tests running on helix

Capture adb logs for tests running on helix, by changing the output directory to HELIX_WORKITEM_UPLOAD_ROOT

I couldn't figure out the best area label to add to this issue. If you have write-permissions please help me learn by adding exactly one area label.
