Symbols for host binaries are not published to public symbol server

• Set up symbols paths to include public Microsoft symbol server
• Debug an application targeting that version

Observe symbols cannot be found for any host binaries

Looks like the PDBs are not in the symbols.nupkg packages (DotNetAppHost, DotNetHost, DotNetHostPolicy, DotNetHostResolver).

I think this is only broken for Windows. Based on the publishing logs from an official build, the .dbg/.dwarf files are published for Linux/Mac.
