Keep the package publication guard intact by selecting the next unpublished FSharp.Core and FSharp.Compiler.Service versions through FSBuildVersion. Co-authored-by: Copilot App <223556219+Copilot@users.noreply.github.com>
Run the existing native-tool installer only for testFSharpQA so perl.exe is available before the unchanged harness starts. Preserve the pinned tool version and every existing test command. Co-authored-by: Copilot App <223556219+Copilot@users.noreply.github.com>
