Summary

Replace the PAT-backed devdiv/dotnet-core-internal-tooling NuGet service connection in eng/restore-internal-tools.yml with the existing WIF service connection and explicit feed URL.

Validation

Tracks AB#12800.

Replace the PAT-backed NuGet service connection with the workload identity service connection for the devdiv internal tooling feed.

@dotnet/fsharp-team-msft Hey folks, errors on this branch too :( Please take a look!

Use the supported macos-15 image for both macOS jobs and explicitly select the available SourceBuild.Tasks package through Arcade's repository tooling extension.

Select SourceBuild.Tasks through the shared version property so restore and AfterSourceBuild import the same package. Normalize the three single-framework compiler tool references to avoid duplicate parallel apphost writes. Provision the pinned native tools only for the QA matrix job.

Limit the available SourceBuild.Tasks override to the outer bootstrap so the inner build retains the original source-built package. Align only VisualFSharp.UnitTests private MSBuild dependencies with hosted VS targets and merge suggested redirects into the test-folder compiler configuration without changing shipping dependencies or product configuration.

…ct test config

Collect and restore existing source-build intermediates before the inner build requests their Tasks package. Generate the private test compiler configuration from the original supported-runtime input, avoiding conflicts with product-generated redirects without changing the product configuration or warning policy.
