SignatureCycle2.exetest resource contains a signature cycle that blocks source tarball signing when Roslyn is synchronized into the VMR.This ports the merged fix to
release/10.0.4xx: exclude the binary from Roslyn source synchronization, remove it from the VMR, and conditionally embed it so the test resources project still builds when the cloaked file is absent.Validation: built
Microsoft.CodeAnalysis.Compiler.Test.Resources.csprojin VMR mode with 0 warnings and 0 errors.
