hooks: ContainerList failure in removePreStartHookContainers aborts compose down teardown #14108

In removePreStartHookContainers (down.go, introduced in PR #14091), a ContainerList error returns early and causes the whole down() to return an error, leaving networks and volumes unremoved. The call should warn-and-continue (matching the removal-failure behaviour below it) rather than aborting teardown.
