Error response from daemon: pull access denied for x/x, repository does not exist or may require 'docker login': denied: requested access to the resource is denied

Problem disappears after downgrading docker-ce-cli to 28.0.2

sudo apt install docker-ce-cli=5:28.0.2-1~debian.12~bookworm

We reverted the offending commit and have started preparing the 28.0.4 patch release, it should be up in a few hours.
