Summary

After each API release/rollback, reset /opt/htlb-api to root:htlb mode 755 and pb_data to htlb:htlb so systemd can chdir as user htlb.
Document Mac deploy path while GitHub Actions is unavailable.

Test plan

bash deploy/scripts/deploy-api.sh as deployer leaves htlb-api active
curl -fsS https://api.dlgrv.com/api/htlb/v1/health returns "ok":true
