### Problem According to [this issue](https://github.com/scikit-package/scikit-package/issues/535), we need a ``docformatter`` config block in the ``pyproject.toml`` file. ### Proposed Solution Add the ``docformatter`` config block to ``pyproject.toml`` according to the code in [this PR](https://github.com/scikit-package/scikit-package/pull/540).
