Remove usage of the `io.github.spencerpark.jupyter-kernel-installer` plugin

Unfortunately io.github.spencerpark.jupyter-kernel-installer plugin is not actively maintained, and it blocks Gradle upgrade (#1).
We may replace it with a simple Gradle task that will pack install.py and kernel.json files to the release archive.
