Updates actions/checkout from v2 to v7 in the CI workflow.
v7 is the current stable major, resolved from the checkout releases at run time. The v5, v6, and v7 releases list no input removals that affect this workflow, which calls checkout with no inputs.
An earlier PR (#834) proposed the same change and was closed without comment. This one is rebased on current master (v3.13.1) and re-verified today.
