CONSUMER-IMPACT: envelope flag bit 6 is now DAEMON_ORIGIN; all decoders must accept it before a daemon that emits it is deployed. Bit 7 remains reserved and rejected.

Phase 1 decoder capability, reviewed by execution: 716 workspace tests at CI shape, mask mutation reddening both tiers by name, Swift suite green locally (CI's macOS lanes are dead-annotated), Windows leg green on twin #62 post-rebase over the repo-wide -text fix. Bit 7 stays fenced.
